There's "better" singers tha David Lee Roth but NOT for Van Halen.
A little more close to home with our bro Matt here. Zack Stevens is tecnically a "better" singer than Jon Oliva, but NOT for Savatage..but 'Tage died when Criss did. Savatage Was and always will be the Oliva bros.
I can do this all day..David Coverdale is technically as "better" singer than say..Chuck Billy, but NOT for Testament.
It's not about who's "better", when it fits like a glove, and the chemistry is pefection..ala Page/Plant.

since you said frontman - ozzy - bumbling or whatever you want to say about him, he is one of metals best frontman - dio is pretty much a bore live
imo not many of metals best or highest regarded singers can do it better
and he wouldn't have still been doing it this long consistently if it wasn't the case?
on ozzfest on the black sabbath reunion - it was apparent who the big boys were at that show - ozzy was louder than god and pretty damn energetic the whole time, like he was 20 years younger i was really suprised, as i hadn't seen him in a decade or more - they blew doors on all the young bands - even without all the gimmicks that he used to use that inspired the bands that played before him on the tour - marilyn manson no slipknot no, whoever else i can't remember because they were quickly forgotten when sabbath hit the stage.
damn near went deaf too from ozzy yelling - was easily one of the best rock shows i've ever seen even if i did have to hear paranoid another fucking time, it was the best i ever heard it

Ozzy era Sabbath was definitely better than Dio era but as far as the individual frontman skills go...
Dio is a better singer... by a mile... but he does the same thing all the time... very little variation. The good thing is that he still is top notch... but he can bore the hell out of me.
Ozzy was never a strong singer but he is distinctive. But so is Dio. While most of the rock singers either had more blues/soul or operatic approach then Dio sounds like some Shakespearean performer. Ozzy sounds like an obnoxious bastard.
Ozzy wrote very little, some lyrics and whatever they are beats the shit out of Dio who is one of the worst lyricist ever. No Shakespeare in this case, pure annoying medieval troubadour.
Ozzy is more energetic performer and has lived a crazy rock'n'roll life but now is being pussy whipped by Yoko Times Ten.
