SRV did use 12's tuned 1/2 step down for a short time but it was hell on his fingers and his guitar necks.
Zack Wylde also used super heavy strings for a short time.
My belief is that 10's are heavy enough for an electric and much easier on the fingers and the guitar neck.
They are very agile, and have a thick smooth tone.
I bought a pack of EB 9's to experiment with. I put them on, and I instantly hated them, I lost so much tone, everything sounded thin and twangy. I bought some DR 10's the next day.

I have a guitar here that is tuned to E standard with a set of 12-52's on it. Plays just fine. The action is low and the neck is straight, so it's easy to fret. Sounds fuckin' killer too.
I normally use 12's tuned to C standard for my band.
shredding is possible with any strings!!!its the fn bending that gets harder with jazz grade strings on..and vibrato normaly sounds a lot weaker too..i wouldnt use more than 10's with standard tunings
My strat is tuned to Eb and it has 9s, it plays superfast
My Washburn and Ibanez are tuned to E and it has 9s, plays great too
My ESP is tuned to D and it has 10s

I've done a lot of experimenting and have used 12s for Eb tuning, but never standard tuning. Its pretty rough for Eb tuning. I usually use 11s or 10s for standard or Eb tuning, respectively.
SRV used 13's tuned down to E flat. His techie would lighten the gauge occasionally when his fingers were too sore. Then there's that video (MTV unplugged?) of SRV shredding on a 12 string, bends and all. Unreal.
I use 11's on all my guitars: standard tuning on 24.75" and one 25.5", E flat on the rest of my 25.5" scale. I attempt to shred. I have no problem playing fast or bending with that guage strings. I've thought about trying some 12's. I just need to find some with a plain g string.
I played 13's for awhile and eventually kept downsizing and am now at 9's. For the minimal tone difference vs. playability i don't think the thicker strings are worth it.. and 9's just feel right
i use 12's in standard tuning on my surfcaster, i'm not really a shredder though...more of a blues based rocker that plays fast. i'm listening to Skynyrd's "that smell" right now and my playing is bit like that. i like the 12's, but couldn't play them all the time. my hamer special has 11's in standard tuning, that's really comfortable too. those 2 guitars aren't really my hard rocking guitars, so it's okay.
my jacksons are all 9's for the tapping and trem-bar tricks. my fenders are all 10's for more girth using single coils.

some guitars...WITH STRINGS!!!! most of them have those sticks like on guitar hero....AWESOME!!!!
some amps...they have some glowing bottle like things in them...i think my amps do that modelling thing....COOL, huh?!?!?!
and finally....
i have those little plastic "chips" used to hit the strings...WHOA!!!!
