I generally use two fingers when I bend a note, and it helps when I apply vibrato. Two fingers are stronger than one. If I fret a note with my ring finger, I also apply the middle finger to the string when I bend that note. The middle finger is just there to supply additional strength.
As for the vibrato itself, I've discovered that I do a funny thing: When I bend/vibrato down (pulling the string towards the floor), I use the fingers to make the vibrato. When I bend/vibrato up (towards ceiling), I use the wrist.
Another thing I noticed, is that my vibratos started sounding a lot better once I focused on trying to make them as slow and pronounced as I could. Very fast vibratos generally don't sound any good IMO.
I havent' read all the replies but to me its more of a feely thing than a technique per se. What works for me was really just improvising over slower, ballad type tracks. Also try learning some cover songs from a player who you admire. I like Yngwie and Gary Moore's vibrato so I learned tunes by them that had it goin on
